California Adult Education Program: San Diego Adult Education Regional Consortium

San Diego College of Continuing Education is part of a regional consortium with San Diego Unified School District called the San Diego Adult Education Regional Consortium (SDAERC). The SDAERC is responsible for the California Adult Education Program (CAEP) funding allocated to the region and is a designated governance body per state legislation AB 86 (2013) and AB104 (2015). Note: CAEP is now formally branded by California State Legislature as the California Adult Education Program (CAEP).

The purpose of the SDAERC is to oversee the development and implementation of the CAEP plans within the geographic boundaries of the City of San Diego and to address adult education needs of the region. The SDAERC is charged with improvement of adult education service integration, improvement in student transitions to post –secondary education and workforce, alignment of adult education services in the region amongst adult education providers and the Workforce Innovation Opportunity Act (“WIOA”) programs, and engagement of providers and stakeholders in the development of adult education plans. Membership

The SDAERC has “Designated Representatives” which are appointed by each Member Agency (SDCCE and SDUSD) via the approval of the respective District Governing Board.

There is equal representation from each Member Agency and includes at least: three (3) Administrators, and one (1) Faculty/Instructor for a minimum required number of eight (8) Designated Representatives with voting responsibilities.

Location

Consortium meetings shall take place in accordance with the Public Meetings Act as described by the State CAEP Office to comply with legislative requirements of AB 104.

PY 23/24 Regular SDAERC Meetings shall be publicly accessible via an online format as well as in-person. Face-to-face meetings will occur when reopening has occurred and is permitted by both SDAERC member agency institutions. Locations to be determined.

Special Meetings

SDAERC shall hold regular meetings with the option of adding Special Meetings as needed. Special Meetings may be planned as requested by the SDAERC, including meetings needed to accomplish tasks and deadlines as determined by the State CAEP Office.

Workgroups and Committees

The SDAERC has in the past, and may in the future, choose to form committees and workgroups either as ongoing and/or adhoc groups based on a need to accomplish a particular objective or task. All committees and workgroups are advisory to the SDAERC only and shall have reporting authority to the SDAERC. Committees and workgroups are not able to make decisions or take action on behalf of the SDAERC.
